Should I upload my income verification documents after submitting my application?

What’s the most common reason for incomplete applications in the vehicle retirement program?

The most frequent issue is missing income verification documentation. We cannot determine your eligibility for the bar car retirement program until your household income is verified.

How will I be informed if my application needs more info?

If we require additional information or documents to complete your application, we will send you a deficiency notice. This notice will detail exactly what information or documentation you need to submit to proceed with your vehicle retirement application.

What are typical reasons for application denial in the car retirement program?

Applications are commonly denied for several reasons:

  • Smog Check Inspection Requirement: Your vehicle’s Smog Check records are reviewed, and issues here can lead to denial.
  • Vehicle Registration History: The vehicle must be continuously registered in California as an operable vehicle for two years before application. DMV records are checked for this.
  • Past Due Registration Fees: Current vehicle registration status is verified with DMV. Expired registration prior to application needs to be addressed with DMV.
  • Lienholder on Vehicle Title: We verify legal ownership via DMV records. Lienholders must be removed from the title before applying for the bar car retirement program. Contact DMV for lien removal information.
  • Change of Vehicle Ownership: Applications are denied if the vehicle is undergoing an ownership change, as per DMV records.
  • Applicant Not Registered Owner: The name on the application must precisely match the registered owner on the vehicle’s title (pink slip), verified through DMV.
  • Recent Vehicle Retirement: To ensure program availability for others, there are limits on how frequently you can retire vehicles through CAP. We check records to confirm you haven’t retired a vehicle as a sole owner, or two as co-owner, within 12 months prior to your application date.

If my application is denied, can I resolve the issue and avoid reapplying?

No need to reapply. If your application for the bar car retirement program is denied and you fix the reason for denial, you can upload or mail proof of resolution to BAR, Attention: CAP, 10949 N. Mather Blvd, Rancho Cordova, CA 95670.

After uploading documents, how long until BAR reviews my eligibility again?

Our team reviews uploaded documents within approximately four weeks of receiving them. After review, we will send you an updated decision notice regarding your eligibility for the vehicle retirement program.

Why did I receive a $1,500 approval when I applied for $2,000?

Our program offers two incentive amounts based on specific eligibility criteria and current regulations. After reviewing your application, it was determined that you qualify for the $1,500 incentive option, not the higher amount.

Vehicle Retirement FAQs

Will the dismantler accept my vehicle if it’s not running?

No, the dismantler will not accept vehicles that are not drivable. Your vehicle must be in operational condition and meet all equipment requirements to qualify for the bar car retirement program.

When will I get paid the incentive for retiring my car?

The dismantler will issue your payment check immediately after they have verified your identification and confirmed that your vehicle has passed both the equipment and operational inspections. The check will be made out to the registered owner(s) listed on your eligibility letter for the car retirement program.

Can the dismantler provide me with a ride home after I drop off my vehicle?

No, dismantlers are not able to provide transportation. You are responsible for arranging your own ride home from the dismantler location after retiring your vehicle through the program.
