Key Considerations for Caregivers Applying for Alabama Respite Care Programs
Before you apply for the Alabama Respite Reimbursement Program, it’s important to understand the following conditions:
- No Dual Respite Services: To qualify for this program, you cannot be currently receiving respite services from any other program, including Medicaid Home and Community Based Services waivers. This program is designed to provide support where other formal services are not already in place.
- One Caregiver Per Household: Eligibility is limited to one caregiver per household. This ensures that the program’s resources are distributed as widely as possible to support different households in need.
- One Care Recipient Per Household: Similarly, only one care recipient per household can be listed on the application. If you are caring for multiple individuals with special needs, please list the individual who requires the most intensive level of care. This helps prioritize those with the greatest needs.
- Caregiver and Provider Separation: You cannot be both the primary caregiver and the respite provider. The program’s intention is to reimburse caregivers for payments made to a third-party for respite care services. This ensures that the respite care is genuinely providing a break for the primary caregiver.
- Proof of Diagnosis Required: Submitting proof of the care recipient’s diagnosis is mandatory for application processing. This documentation helps verify eligibility based on the care recipient’s needs.
- Caregiver Responsibility for Respite Provider: You are responsible for selecting and/or training a trustworthy respite provider who is at least 18 years old and lives outside of the care recipient’s home. Alabama Lifespan Respite and UCP Huntsville are not liable for the actions of your chosen respite provider. Choosing a reliable and capable provider is crucial for the safety and well-being of your loved one.
- 30-Day Reimbursement Period: Understand that there is a 30-day processing period before you receive reimbursement in the form of a check. If you require immediate reimbursement, this program may not be suitable for your needs. Please consider this timeframe when planning your respite care.
- Respite Funds for Respite Care Only: You agree to use respite reimbursement funds exclusively for respite care services. This ensures the funds are used as intended to support caregivers and their need for temporary relief.
- Tax Responsibility for Individual Providers: As the caregiver, you are responsible for keeping payment records and consulting a tax professional if you pay an individual provider more than $2,600 per year (January-December). This is important for tax reporting and compliance, especially if you are employing an individual respite provider regularly. This notice is for informational purposes and does not guarantee an award of $2,600 from Alabama Lifespan Respite.

What is Respite Care?
Respite care is defined as temporary, short-term relief for family caregivers. It provides a much-needed break from the continuous and often intense demands of caring for a loved one with special needs at home. Respite allows caregivers to attend to their own needs, whether it’s rest, errands, or simply time for personal activities, knowing their loved one is well cared for.
Who is a Primary Caregiver?
A primary caregiver is an individual who provides full-time, unpaid care (40 or more hours per week) to a family member. This care involves assisting with activities of daily living (ADLs) such as bathing, dressing, feeding, medication management, errands, and household chores. The care recipient may be a parent, spouse/partner, child, sibling, grandparent, or other family member requiring full-time care due to a disability or chronic illness.
Who is a Care Recipient?
A care recipient is the family member who requires full-time care due to a disability or chronic illness. Proof of diagnosis is a necessary part of the application process to verify eligibility for the program.
Who is a Respite Provider?
A respite provider is an individual hired by the primary caregiver to offer short-term relief from caregiving duties. Eligible respite care can also be provided at fee-based respite day/evening programs and camps. These providers offer essential support, allowing caregivers to take necessary breaks.
What is Respite Reimbursement?
The Alabama Lifespan Respite program does not directly employ respite providers. Instead, caregivers are responsible for finding, hiring, and potentially training their own respite providers (or enrolling their care recipient in eligible programs). The program then reimburses caregivers for these services based on submitted timesheets and program guidelines. Importantly, respite reimbursement is not considered income and should not affect SSI benefits, ensuring financial assistance without jeopardizing other support.
What are Timesheets?
Timesheets are simple forms used to document the dates, times, and duration of respite care, as well as the respite provider’s information. They are a crucial part of the reimbursement process. For assistance with completing timesheets, instructional videos are available (linked above).
How the Alabama Respite Care Programs Work
Once you apply and are approved for the respite reimbursement program, you will receive a welcome packet. This packet includes detailed instructions and a timesheet that specifies your reimbursement award amount for a defined period.
Caregivers have the flexibility to choose their respite providers. You may require specific training for providers, such as CPR or basic First Aid, but the level of training is at your discretion. Respite providers must be at least 18 years old and cannot reside in the same home as the care recipient. You can utilize multiple respite providers during the timesheet period. Caregivers and respite providers agree on a rate of pay. Respite care can take place at home or at community-based respite programs.
After respite services are completed, the respite provider signs the timesheet to verify the dates and times of service. The caregiver pays the respite provider out-of-pocket and then submits the completed and signed timesheet to Alabama Lifespan Respite. Upon verification, Alabama Lifespan Respite will issue a reimbursement check to the caregiver within 30 days, based on the awarded amount and the timesheet details.
Lost or Damaged Reimbursement Checks
While infrequent, reimbursement checks can sometimes be lost or damaged in the mail. Alabama Lifespan Respite has guidelines for check reissuance requests.
