The Department of the Navy (DON) Financial Management Career Program (FMCP) is dedicated to building a highly skilled financial management workforce. Our mission is to identify, recruit, and cultivate exceptional individuals ready to contribute to the DON’s esteemed financial operations.
Your Pathway to Financial Leadership with DON FMCP
The FMCP is a comprehensive two-year program designed to provide hands-on experience and diverse learning opportunities. Participants, known as Trainees and Associates, are officially part of the FMCP and are assigned to various Navy and Marine Corps locations, or “Homeports,” across the United States. Upon successful completion of the program, graduates are placed in permanent positions within their Homeports, equipped to meet the evolving demands of the DON’s financial management workforce. We recruit for positions such as Financial Management Analysts (series 501) and Accountants (series 510) at the GS-7/9/11 (Trainee) and GS-9/11/12 (Associate) levels.

Financial Management Trainee Program (FMTP): This intensive 24-month program is tailored for entry-level financial professionals, designated as “Trainees.” We seek candidates for GS-7, GS-9, and GS-11 positions as Financial Management Analysts and Accountants (series 501 and 510 respectively).
FMTP Requirements:
- A bachelor’s degree in finance, accounting, or business administration from an accredited institution, obtained within the last two years.
- Minimum GPA of 2.95.
- Ability to secure and maintain a secret security clearance.
- Willingness to sign a mobility agreement.
- U.S. Citizenship.
- Commitment to obtain the DoD FM Certification Level I by program completion.
Financial Management Associate Program (FMAP): This advanced 24-month program is designed for mid-level financial management professionals, known as “Associates.” We recruit for GS-9, GS-11, and GS-12 positions as Financial Management Analysts and Accountants (series 501 and 510 respectively).
FMAP Requirements:
- A master’s degree in finance, accounting, or business administration from an accredited university, obtained within the last two years.
- Minimum GPA of 2.95.
- Ability to secure and maintain a secret security clearance.
