Colorado has successfully renewed its Adult Prenatal Coverage in Child Health Plan Plus (CHP+) program, ensuring continued healthcare access for low-income pregnant women. This extension, approved for another five years, highlights Colorado’s commitment to improving maternal and infant health outcomes for its vulnerable populations. The program specifically targets expectant mothers with incomes slightly above the Medicaid threshold, filling a critical gap in healthcare coverage.
The extension of this Section 1115 waiver, effective from December 21, 2020, through 2025, allows Colorado to continue its innovative approach to healthcare delivery. By expanding income eligibility for uninsured pregnant women who would otherwise qualify for CHP+ were it not for federal poverty level expansions, the state aims to address key public health objectives. This initiative directly responds to the needs of poverty clients by providing crucial prenatal, delivery, and postpartum care.
The primary goals of the Colorado Adult Prenatal Coverage in CHP+ demonstration are threefold:
- Reduce the uninsured rate among pregnant women: By broadening eligibility, the program aims to ensure that more expectant mothers have access to necessary healthcare coverage throughout their pregnancy journey.
- Increase prenatal and postpartum care utilization: Enrolling more women in the demonstration facilitates timely and consistent access to vital prenatal check-ups and postpartum support, leading to better health management for both mother and child.
- Improve birth outcomes and increase the number of healthy babies: Comprehensive prenatal care is directly linked to healthier pregnancies and deliveries. This program strives to enhance the well-being of newborns by supporting maternal health from the prenatal stage onwards.
The Colorado Department of Health Care Policy and Financing actively monitors the program’s progress. A program update and future evaluation design were presented at the Accountable Care Collaborative Program Improvement Advisory Committee meeting on June 16, 2021, demonstrating ongoing commitment to program assessment and improvement. The 2020-2025 Evaluation Design is publicly available, reflecting transparency and accountability.
