Every application for vehicle repair is carefully managed through the participant’s Employment Counselor (EC), who serves as the primary point of contact and guidance throughout the process.

Program Eligibility: Ensuring Support for Those in Need

Eligibility for the Jump Start Car Program is specifically tailored to CalWORKs recipients actively participating in a WTW activity. This crucial criterion extends to participants who are already employed, whether full-time or part-time, highlighting the program’s commitment to supporting working individuals striving for self-reliance. A key requirement is that the vehicle needing repair must be the participant’s primary mode of transportation to their designated WTW activity, underscoring the program’s focus on removing transportation obstacles. It is important to note that the program approves repairs for only one vehicle per eligible adult within the Assistance Unit (AU), ensuring resources are distributed effectively.

To qualify for repair assistance, the vehicle repair must meet specific conditions:

  • Essential for Self-Sufficiency: The repair must be deemed necessary for the participant to continue their progress towards self-sufficiency. This emphasizes the program’s goal of empowering individuals to maintain their engagement in WTW activities and employment.
  • Maintain Vehicle Operability: The repairs must be essential for keeping the vehicle in operational condition. This ensures that the program addresses critical repairs that directly impact the vehicle’s functionality and safety.
  • Primary Transportation for WTW Activities: The vehicle must serve as the participant’s main mode of transportation to school, work, training, or any other approved CalWORKs activity. This reinforces the program’s direct link to supporting participation in essential activities.

The scope of eligible participants is broad, encompassing:

  • Mandatory CWES Participants: Individuals mandated to participate in CWES are eligible for vehicle repair assistance to facilitate their participation.
  • Domestic Abuse Exemption/Waiver Participants: Participants approved for a domestic abuse exemption or waiver by a CalWORKs SW are also eligible, recognizing the unique challenges they may face.
  • Exempt Volunteers: Even participants who are exempt but volunteer to participate in WTW activities are included in the eligibility criteria, encouraging proactive engagement.
  • Post-Aid Participants: Individuals who were formerly CalWORKs recipients and are now in the post-aid phase are also eligible, extending support during their transition to independence.

Participants currently at the ECC who express interest in the auto repair program will be guided to contact their assigned EC. ECC staff plays a crucial role in initiating the process by informing the assigned EC via email about the participant’s interest in the Jump Start Program. The responsibility for processing the auto repair request rests with the assigned EC, ensuring a consistent and managed approach.

Post-Aid Participants: Extended Support for Continued Success

For post-aid recipients, the Jump Start Car Program offers a vital lifeline during the crucial transition period after leaving cash aid. An eligible post-aid recipient is defined as a former CalWORKs recipient who has been terminated from cash assistance and is currently employed, either full-time or part-time, at the time of requesting Post-Aid Services (PAS). PAS, including vehicle repair assistance, are available for a maximum duration of 12 months following the termination of cash aid. This extended support window is designed to help former recipients solidify their self-sufficiency and overcome potential transportation challenges during this critical phase.

Telephone Requests: Direct Access for Post-Aid Participants

Recognizing that post-aid recipients may not always have an assigned EC, the Jump Start Program provides a direct telephone access point for requesting vehicle repairs. Eligible post-aid recipients without an assigned EC can directly call (408) 758-3777 to initiate their vehicle repair request. Dedicated support staff diligently manage these requests, retrieving messages daily and ensuring a timely response within three business days. This streamlined telephone request system ensures that post-aid participants can readily access the vehicle repair assistance they need, minimizing delays and maximizing support during their transition to self-sufficiency.
