Initiated in 1985, the Responsible Care initiative has broadened its scope from chemical manufacturing to encompass other crucial activities, particularly those related to the safe handling and use of chemical products throughout the value chain. This expansion demonstrates the program’s adaptability and its ongoing relevance in addressing evolving challenges within the chemical industry.
Responsible Care® in Europe: A Regional Focus
Within Europe, Cefic, the European Chemical Industry Council, plays a pivotal role in championing Responsible Care and ensuring consistent implementation across national member federations. Each national federation associated with Cefic is tasked with developing and managing its own national Responsible Care program, tailored to its member companies, and overseeing the effective implementation of these principles at the national level.
The Responsible Care® Management Framework: Guiding Principles and Tools
In 2020, Cefic reinforced its commitment to Responsible Care by updating its management framework for Europe. This Responsible Care® management framework serves as a comprehensive guidebook, clarifying the core concepts and overarching approach of the program. Complementing this framework is the Responsible Care self-assessment webtool, a user-friendly, multiple-choice questionnaire accessible in 18 languages. This tool empowers companies to evaluate their performance and identify areas for improvement in their Responsible Care implementation.

The European Responsible Care® Security Code: Enhancing Security Measures
Recognizing the importance of security within the chemical industry, Cefic and its member federations adopted the European Responsible Care® Security Code in 2010. This code is specifically designed to advance Responsible Care principles in Europe by promoting and ensuring consistent security practices across national federations. Cefic actively works to engage stakeholders, encourage greater participation from SMEs (Small and Medium-sized Enterprises), and extend the reach of Responsible Care throughout the entire chemical value chain, with a strong emphasis on security.
The European Responsible Care® Awards: Recognizing Excellence
The European Responsible Care® Awards serve as a prestigious recognition platform, celebrating the chemical industry’s dedication to enhancing safe chemical management and achieving performance excellence. Since their inception in 2005, these awards have acknowledged outstanding contributions from chemical companies and federations across Europe, reinforcing the European commitment to the Responsible Care program.
The 2024 edition of the Responsible Care Awards is set to explore how Responsible Care principles can support the key themes outlined in the Antwerp Declaration for the European Industrial Deal. This year’s awards will spotlight projects and initiatives that are actively shaping the future trajectory of the chemical industry in Europe. While applications for the 2024 awards are now closed, the winners are eagerly anticipated to be announced in October.

The Responsible Care® Global Charter: A Worldwide Vision
The Responsible Care® Global Charter embodies a unified global vision, aiming to elevate the environmental, health, and safety performance of chemical producers worldwide. It unites the commitments of over 580 CEOs from leading chemical companies, fostering a collective drive for responsible chemical management. The Charter, updated in 2014, addresses evolving stakeholder expectations and emerging challenges, enabling the industry to present a cohesive voice regarding its global commitments. By 2016, an impressive majority, exceeding 90 percent of the world’s top 100 petrochemical and chemical manufacturers, had embraced the revised Global Charter, demonstrating its widespread acceptance and influence (list of signatories).
On February 3, 2021, prominent Cefic leaders, Mr. Marco Mensink, Director General, and Mr. Martin Brudermüller, President, formally signed a declaration of support for the Responsible Care Global Charter. By publicly demonstrating this unwavering commitment to performance excellence, Cefic actively contributes to safeguarding both people and the environment. This dedication aligns with the UN Sustainable Development Goals, enhancing the overall quality of life for communities globally.
The Responsible Care voluntary program has achieved remarkable global reach, being implemented by 63 chemical associations across more than 70 economies worldwide, including 30 countries within Europe. This extensive adoption underscores the program’s effectiveness and its crucial role in promoting ethical and sustainable practices throughout the chemical industry on a global scale.
